Hiding Settings Area Using Security roles

Hi,

We have a situation like, we followed the below scenario to hide the Settings area/Custom attribute from read only users. we could able to achieve this in our Dev environmnet. when we move the same Security roles and sitemap customizations to Production version, nothing is replicated.

Can any one suggest what might be the issue.
