CRM 2011: Transfer Data only from one CRM instance to another

Hi.

1) 2 environments, DEV and TEST.
2) They both have the same customization.
3) DEV has data, TEST does not.

I need to transfer DEV's Data to TEST.
I tried using a SQL backup/restore of ???_MSCRM database but I realized that Organization and SystemUser entities (among others) were out of sync with MSCRM_CONFIG data.

There is a lot of data to be transferred.
Does anyone have an idea of how this could be done (possibly avoiding the EXCEL method).
