Export customizations is not visible as an option after selecting Customizations

I want to add a new Area to Microsoft Dynamics 2013 on-line. http://msdn.microsoft.com/en-us/library/dd393294.aspx says the way to do this involves selecting Customizations and then selecting Export Customizations, but Export Customizations is not visible.  Is this a permissions issue or what?  Any suggestions.
