Notes for CRM 2011 and CRM 2013

Hi,

In CRM 2011, it was possible to add notes on Create entity form and it used to get saved as we Save the entity. Now for CRM 2013, Notes section is disabled on Create form and it gets enable only after saving entity.

Is this by design?
