MS Dynamics Context-Sensitive Help: Table of Contents entries

I'm wondering if there is a way to link ToC entries through path/filenames rather than Microsoft.Help.F1 IDs or topicIDs because I have a lot of topics that do not have IDs as they are not required for context-sensitive help, just for browsing/searching purposes.

For example, Flare ToC xml are in this format:

    Title="Welcome"
