Unknown Condition Operator: NotOn

Hi Experts,

As the members show in ConditionOperator Enumeration, it have one operator "NotOn".

But when we try to use this in our plugin product, we will encounter an error "Unknown Condition Operator: NotOn".

So, is anyone who can help me explain this?
