Can you register a plugin step for a specific user only?

Hi All

Is it possible to register a plugin step for a single user only. (The plugin will only fire if a specific user executes the triggering message). I'd like to avoid having to validate who the user is on execution of the plugin with code.

I've had little success with searching for an answer online.
