Issue with hiding area in CRM 2016

Hi Everyone,

I would like to hide the settings area in the sitemap for some users. So I set up a privilege rule for every SubArea in Settings. I would expect the Settings area to disappear completely for those users, but instead the area is shown, but no items are visible when it is expanded. I checked the HTML code and I don't see any items there either. I am using CRM 2016 on-prem. The environment is upgraded from CRM 2011.

Is this a known issue with the sitemap?
