CRM 2016 Campaign New Template versus Copy as Template

Hi All,

I am facing a strange issue with regard to campaigns.

In campaign entity, there is button called 'New Template', after i click on 'New Template', it creates a normal campaign record without setting the Template flag to 'Yes'.

However if i use 'Copy As Template' button, the template flag is set to  'Yes'.

why is the behaviour different for these 2 buttons? Is there a way to set Template flag when clicked on 'New Template' button
